The
SCA executive committee acknowledges its responsibilities under current Health and
Safety legislation and believes that the
following guidelines be observed. The SCA executive committee therefore adopts the
following statement of duties and
responsibilities.
A. General Duties Responsibilities of SCA
SCA will be the responsibility of the nominated executive committee member on behalf
of the executive committee to ensure so far
as is reasonably practicable, the health, safety and welfare of all members, volunteers
and the users of SCA premises and facilities.
This will include ensuring that the management of the premises and facilities are
abiding by:
The provision and maintenance of equipment and systems of work that are so far as
is reasonably practicable, safe and without
risks to health.
Arrangements for ensuring safety and absence of risks to health in connection with
the use, handling, storage and transport of
articles and substances.
The provision of such information, instruction and supervision as is necessary to
ensure health and safety at work of volunteers,
members and the users of SCA facilities
The maintenance of a working environment for volunteers, members and users of SCA
facilities that is safe without risks to health
and adequate as regards facilities and arrangements for volunteers, members and
the users of SCA facilities welfare at the
premises and the provision and maintenance of means and access to and exit from the
premises that are safe and without risk
Ensuring that all volunteers are aware of the need to report and record all accidents,
however minor, and the procedure for this
Ensuring that all fire fighting equipment is well stocked and in good working order
and that evacuation notices are clearly displayed
The maintenance of appropriate standards of cleanliness and hygiene throughout the
premises
Observing the Working Time Regulations 1998 which cover the length of the working
week and annual leave matters Undertaking a
risk assessment and ensuring that a record of the findings is in place and is made
available to stag, and that they co‑operate with
the carrying of the recommendations made as a result of the assessment. This might
involve a change in working practices, a
change in machinery or equipment and appropriate training being undertaken. This assessment
should be reviewed regularly
especially when there are major changes in the used premises, such as the introduction
of new machinery, or new ways of working
To consult with staff in order to make and maintain arrangements which will enable
SCA and its employees to ensure the health and
safety at work of employees and volunteers and the safety of members & users whilst
on the premises.
There has been staff training in the use of fire fighting and first aid equipment,
with one member of staff designated and trained as a
First Aider
All buildings comply with the conditions that accompany the fire certificate and all
substances used in the premises are safe
All electrical installations are regularly maintained and checked. Fire drills and
alarm tests are carried out regularly
Staff are aware of their responsibilities towards members or others using the buildings
B. Responsibilities of the Executive committee members, the volunteers, the members
and the users of SCA facilities
It shall be the duty of the SCA executive committee members, the volunteers, the members
and the users of SCA facilities:
To take reasonable care for the health and safety of themselves and of other persons
who may be affected by their acts or omissions
at work.
To cooperate with the Manager and the SCA executive committee members as far as is
necessary to enable SCA to discharge its
legal obligations under the Health and Safety legislation. All accidents must be reported
whether or not physical injury results in
order that steps may be taken to avoid a recurrence.
There are proper escape routes in the event of fire and other emergencies and that
these are clearly marked
No equipment with special hazards is used
No mechanical or electrical operations are carried out without considering their potential
dangers
Volunteers, members and the users of SCA facilities must also ensure that equipments
are cleared at the end of the day and all
personal possessions kept in safe places whilst on the premises. The SCA executive
committee will not accept responsibility for the
personal possessions of the volunteers, members and the users of the facilities wherever
held.
